A tit-for-tat game does not end after the northern nation of the Korean Peninsula conducted a nuclear test: President Trump of the United States keeps using provocative rhetoric for the sake of his supporters, while Prime Minister Abe Shinzo of Japan stridently insists of ‘more pressure than dialogue’, advocating a rising opinion that Japan should attain capabilities to attack enemy bases. An efficient measure must be taken in order to calm the situation, analyzing sincerely the critical realities.


PRESIDENT PUTIN’S STATEMENT IS CORRECT


President Putin of Russia told; the northern nation will continue developing their nuclear program, even though they eat grass, until people feel relieved. Pressure does not work.


A question ? do people of North Korea, or Democratic People’s Republic of Korea (DPRK), feel that they live under the safe and sound circumstances? The Korean War, by which fellow countrymen there were obliged to kill each other for the interests of major powers, has remained in the status of ceasefire. DPRK today faces extremely tight conditions with the US military which controls the right of operational command of the armed forces of the Republic of Korea (ROK).


The US military has lately destroyed Iraq and then hit Syria with missiles.


Development of Program in Harsh Conditions


The nuclear powers have conducted in the history over 2000 times of tests. As for the number of nuclear warheads in possession, Russia has seven thousands units, US, 6,800 units, the UK 215, France 300, China 270, and India, Pakistan and Israel have a plenty of them. In addition to the fact, Japan retains a massive amount of plutonium and has technological potential to manufacture nuclear weapons.


Under these circumstances certainly DPRK thinks ‘without nuclear arms similar incidents like Iraq might be repeated’. Reportedly it has several dozens of warheads, but that is insufficient. Thus people of the country work hard to develop nuclear capabilities even though they eat grass.


If the world’s nuclear powers had approved the UN Treaty for the Prohibition of Nuclear Weapons adopted last July, that might have impacted on DPRK to lead to a situation better than we see today. The Treaty defies nuclear deterrent itself and therefore the nuclear nations should comply with. But US, UK and France released a joint statement that they do ‘not intend to sign, ratify or ever become party to it’. Meanwhile, the government of Japan followed their stance, claiming that ‘Japan opposes the treaty which does not recognize existence of nuclear-arm-possessing-nations under the critical situation yielded by the Northern nation’.


Indefinite Race of Military Expansion


The most efficient ‘tool’ of peace that might relieve the Northern nation is Article Nine of the Constitution of Japan that proclaims prohibition of possession of war potential. Implementation of the Three Non-Nuclear Principles is helpful, too. Two countries are neighbors. If Japan relies on the article and principles to admonish the United States not to get upset, that will set the authority of its hostile counterpart at ease to make people well off.


Nevertheless, the government of Abe Shinzo attempts to eliminate the tool of peace. It applies the war legislation, Minister of Defense proclaims to develop capabilities to intercept missiles targeting Guam, the US nuclear base, and the ruling parties commit in ‘reviewing the Non-Nuclear Principles’ as well as ‘attaining capabilities to assault enemy bases’. The Japanese government is compelled to purchase new missiles by President Trump. It spends tax money on the plan to create a space troop.


The government of Japan will pay more money for equipment to the company of Trump in parallel with increased missile production of the northern neighbor that ridicules the Japan’s Aegis-ashore program in which two units are to be installed. Thus, the military budget of Japan grows noticeably and the minimum defensive capabilities convert to the necessary maximum ones.


Brainwashing by the J-Alert System

President Putin’s statement is correct. People of Japan must wake up to think reasonably how to end a competition of deterrent.
